Deputy Minister of the Ministry of Science and Technology

According to Decision No. 1344/QĐ-TTg dated November 14, 2023, Dr. Hoàng Minh, Director of the Academy of Science, Technology and Innovation, was appointed by the Prime Minister as Deputy Minister of the Ministry of Science and Technology.

Dr. Hoàng Minh previously served as Director of the Posts and Telecommunications Institute of Technology (PTIT) for two consecutive terms (from 2007 to May 2015), making significant contributions to PTIT’s growth and helping establish it as a leading institution in technology education. He later held the position of Deputy Director of the Institute of Information and Communications Strategy under the Ministry of Information and Communications.

In May 2016, he was transferred to the Ministry of Science and Technology (MOST) to serve as Director of the Institute of Science and Technology Policy and Strategy, and in July 2018, he was appointed Director of the Academy of Science, Technology and Innovation.

With a visionary mindset and pioneering spirit, Deputy Minister Hoàng Minh consistently emphasizes innovation as the driving force for sustainable growth. Speaking at international forums such as the P4G Summit 2025, he stated:

Further description ..... On March 3, the Minister of Industry and Trade issued a decision to appoint Mr. Tran Huu Linh - former Director General of the General Department of Market Management - to hold the position of Director of the Department of Domestic Market Management and Development.

The term of appointment is 5 years from the effective date of the decision. Previously, Mr. Linh held the position of Director General of the General Department of Market Management from October 2018 to March 2 this year.

Dr. Hoang Xuan Hien graduated from Kiev Polytechnic Institute (Ukraine) in 1996, majoring in Precision Engineering, and earned his Ph.D. in Nanotechnology from the University of Oklahoma (USA) in 2015.

He has lectured at Hanoi University of Science and Technology, University of Oklahoma, Dai Nam University, and Electric Power University, and also worked at Viettel Group, where he contributed to numerous research projects and practical technology applications.

Prof. Ing-Jer Huang is the ASE Endowed Chair Professor and Distinguished Professor in the Department of Computer Science and Engineering at National Sun Yat-sen University (NSYSU), Taiwan, where he also serves as Director of the Digital Content and Multimedia Technology Research Center. He received his B.S. in Electrical Engineering from National Taiwan University and his M.S. and Ph.D. in Computer Engineering from the University of Southern California (USA).

His research spans computer architecture, SoC platforms, design automation, embedded systems, IoT, and AI applications. Prof. Huang has established long-term collaborations with leading IC and semiconductor companies in Taiwan, with many of his technologies licensed to industry partners such as Andes, Faraday, Himax, Marvell, and VIA.

He has led numerous large-scale R&D projects, including 3D graphics SoC development, wearable bio-signal monitoring devices for healthcare and sports, and AI-based underwater monitoring systems for smart aquaculture. His teams have received multiple prestigious honors, including the National Innovation Award (2022–2024), FutureTech Awards (2018, 2021), APICTA Merit Award (2023), and the *A Award (2025)**.
