Deputy Minister of the Ministry of Science and Technology
According to Decision No. 1344/QĐ-TTg dated November 14, 2023, Dr. Hoàng Minh, Director of the Academy of Science, Technology and Innovation, was appointed by the Prime Minister as Deputy Minister of the Ministry of Science and Technology.
Dr. Hoàng Minh previously served as Director of the Posts and Telecommunications Institute of Technology (PTIT) for two consecutive terms (from 2007 to May 2015), making significant contributions to PTIT’s growth and helping establish it as a leading institution in technology education. He later held the position of Deputy Director of the Institute of Information and Communications Strategy under the Ministry of Information and Communications.
In May 2016, he was transferred to the Ministry of Science and Technology (MOST) to serve as Director of the Institute of Science and Technology Policy and Strategy, and in July 2018, he was appointed Director of the Academy of Science, Technology and Innovation.
With a visionary mindset and pioneering spirit, Deputy Minister Hoàng Minh consistently emphasizes innovation as the driving force for sustainable growth. Speaking at international forums such as the P4G Summit 2025, he stated:
“Green development and digital transformation are not separate journeys but parallel pathways that will shape Vietnam’s competitive advantage in the future.”
His presence at Open Innovation Day 2025 (OID 2025) not only brings valuable policy perspectives but also demonstrates the Ministry’s strong commitment to collaborating with OITI and the broader ecosystem of businesses, startups, and research institutions, fostering knowledge transfer, technology commercialization, and the development of Vietnam’s national innovation infrastructure.
